No, the offer is available to only those card members who received the communication (email) from Amex.

I didn't receive the email from Amex, can I still register and get Amazon voucher?

No, if you didn't receive the email, you will not get the Amazon voucher even after enrolling.

This is a decent offer from Amex and the reward rate varies between 5% to 8.33% depending on your segment. Any retail transaction on your Amex card would be considered for this offer, even wallet reloads which is quite nice.
